The Local Senior M & E Specialist will Provide technical leadership to the program. He / she will oversee monitoring and evaluation, analysis and assessments throughout the life of the Project, Including the data collection, design of the evaluation methodology and participatory data collection methods and protocols, and data quality verification techniques. She / he will be responsible Also for the design, development and production of all Quality Evaluations in assessments and reports, surveys and studies based Population Including the development of the testing Hypotheses. This will include the design of the evaluation methodology and participatory data collection methods and protocols for BOTH performance and impact Evaluations. She / he will oversee the maintenance of Mission Also IPs and PMPs. Qualifications A Bachelor~s degree in International Development, Statistics or Economics. Citizen of El Salvador At least 10 years of demonstrated experience in the design and management of Evaluations (and impact performance), assessments and Analysis, Including the dosing of the evaluation methodology, based Population Survey, Developing performance management plans, participatory data collection methods and protocols , and data quality verification techniques from large development projects. Or Master~s Degree with minimum of 5 years demonstrated experience in the Requested field. Experience in education, health, economics, environmental protection, democracy & governance, disaster relief, and / or business development strongly preferred.
